Chilkat Bald Eagle Preserve Management Plan

The Chilkat Bald Eagle Preserve Management Plan covers those lands designated by the State Legislature in 1982 as the Alaska Chilkat Bald Eagle Preserve. The plan defines management intent and develops rules or guidelines to ensure that the many uses allowed by the enabling legislation can occur with minimal conflict or loss of primary habitat values. This plan is an update of the original Bald Eagle Preserve Plan adopted in 1985. This plan, adopted in September 2002 by the Commissioner of DNR, replaces and supersedes all aspects of the original plan.

Revisions to this plan were conducted concurrently with the Haines State Forest Plan and the Northern Southeast Area Plan. The integrated development of these plans was thought necessary because of common boundaries, common river drainages and the need for consistent management of resources.


The Chilkat Bald Eagle Preserve Management Plan includes the following:

Chapter 1: Introduction - Chapter one describes the planning area in detail and provides background information on the planning area, historical background on legislation governing the use of this area, and outlines management issues.

Chapter 2: Preserve Land and Water Management: Goals and Management Guidelines - This chapter sets forth management goals and policies for each of the major resources or land use categories affected by the plan: fish and wildlife; personal use firewood; recreation, cultural, historic and traditional uses; transportation and water resources.

Chapter 3: Land management policies for Each Management Unit - This chapter presents specific land management policies for each of the Preserve's five Management Units: Upper Chilkat River; Tsirku River; Bald Eagle Council Grounds; Haines Highway and Adjacent Lands; and Chilkoot River/Lake.

Chapter 4: Plan Implementation - This chapter summarizes the actions necessary to implement the plan.
