Totem Bight State Historic Park Management Plan Revision

The Alaska Division of Parks and Outdoor Recreation is preparing a management plan for Totem Bight State Historic Park. This plan will set forth management guidelines and make recommendations for recreation facilities in the park. The previous general development plan for the park, adopted in 1977, needs updating. This new management plan will recognize the facilities that have been built or improved in the last 30 years, propose future development, and will address some of the issues the park is facing with increased visitor use.  

As part of this process, a public scoping workshop was held in Ketchikan on May 1st to gather information and discuss issues. If you were unable to attend the workshop, we encourage you to provide any information or comments to us that you feel will help in this planning process. Comments can be submitted by mail, fax, or email no later than June 1st 2007. For more information or to send written comments, contact:

Below is an outline of the major steps that will be taken to develop this plan and the approximate time frames for completion.
1.
Identify Issues - Hold a public meeting to identify issues and concerns in the area. May2007- completed

Gather Information - Throughout the planning process collect information about natural resources, present and past land use, land ownership, and the local economy. Ongoing

Evaluate Land Use Alternatives and Prepare a Draft Plan - Describe possible choices for park management based on public interests, local resources, state policies and the effects each has on goals for the management of the park. A draft plan is created that reflects resource values and public and agency goals. The agencies review the first draft and settle any land use conflicts that remain, or propose the best alternatives for public review. Summer 2007

Public Review of Draft Plan - Hold a public meeting to provide the public an opportunity to comment on the draft plan and to identify parts that may need to be changed. Fall 2007  
5.
Prepare Final Plan – Based on agency and public comments, a final plan is prepared. Winter 2007

Plan Adoption and Implementation - The Commissioner of the Department of Natural Resources signs the plan approving it and adopting it as policy. An additional review period occurs during which parties may request reconsideration of the Commissioner’s decision if they feel further changes are warranted. Winter 2007
